I once read, and I think is true, a generalization of how talent moves between companies.
I do not have the original source, nor did my Google turn up any results of this non-original-from-me idea.
Talent inside organizations.
Good talent and great talent.
People with very high skills... people extremely motivated.
People that you say "Fuck damn it, if I had my own company, I want that motherfucker working for me."
Employees that you want on your Team; you want everybody to emulate them.
Well, they are out there.
There's a whole bunch of them.
Yet, the main problem (secondary to pay) is the current talent pool you have in your company.
You see, when one of these Awesome-tastic employees arrives at Company X... his first day of work he's very excited and happy to be there.

I hope this helps you somewhat, as it has helped me a ton over the last years.
I have been following this advice for about 10 years now, and have seen some awesome improvements.
It's a simple idea, which I will post it in a second.
First, I did not come up with it: it came out of Steven Covey's awesome book, 7 Habits of Highly Effective People.
If you haven't read this book, I suggest you do.
If you don't own it, I suggest you start by getting it.

BUSCANDO VOLUNTARIOS: FESTIVAL DEL TINGLAR (SÁBADO, 14 DE ABRIL)
El día 14 de abril celebramos el 7mo. Festival del Tinglar en la Plaza de Luquillo. Estamos buscando voluntarios que puedan ayudar.
